How to Comply with the Employee Training Requirements of PUCT Substantive Rule 25.97

in cooperation with the Association for Utility Line Design Professionals is offering this free 60-minute webinar to highlight the requirements of PUCT Substantive Rule 25.97. This webinar will describe criteria for training in overhead line hazard recognition and NESC compliance that is appropriate for both technical and non-technical employees.  The webinar will also address training documentation that is responsive to the reporting requirements of the Rule.

Background:

In its 2019 session, the Texas Legislature passed House Bill 4150 requiring reporting by electric utilities, cooperatives and municipal utilities on vertical clearances compliance and related training programs and injuries.  H.B. 4150 was filed in response to the tragic death of three Boy Scouts, whose sailboat mast came into contact with a low-hanging line above Lake O’ the Pines in East Texas.  The legislation identifies 178 individually named lakes for which a utility must meet minimum clearance requirements specified in Rule 232 of the National Electrical Safety Code Standard ANSI (c)(2).1 A utility that owns a transmission or distribution line above one of the named lakes that is not in compliance with the Rule 232 clearance standards on September 1, 2019 must bring that line into compliance by December 31, 2021.

On February 14, 2020 the Public Utility Commission adopted new rules implementing the requirements of H.B. 4150 (PUC Substantive Rule 25.97 Line Inspection and Safety). Despite naming the specific lakes in H.B. 4150, portions of the adopted Commission Rule apply more generally to all overhead line vertical clearances as required by the National Electrical Safety Code (ANSI Standard C2). The new Rule mandates that the first cycle of reports be filed no later than May 1, 2020.

Employee Training:

Collaborative Learning, Inc., in cooperation with the Association for Utility Line Design Professionals offers training programs in hazard recognition for non-technical employees and in hazard recognition/NESC compliance for engineering and operations employees that are responsive to the requirements of PUC Substantive Rule 25.97.  These programs can be delivered online or in-person (when conditions permit).
